A continuaci\u00f3 us fem un resum de cadascun d\u2019ells.<\/span><\/p>\n<p>\u00a0<\/p>\n<h4 style=\"text-align: center\"><span style=\"color: #ff0000\">CARRERA PROFESSIONAL HORITZONTAL<\/span><\/h4>\n<p><span style=\"color: #000000\">Despr\u00e9s de molts anys sense carrera hem aconseguit tornar a tenir una carrera professional que posi en valor l\u2019esfor\u00e7 i la professionalitat de tota la plantilla de la Diputaci\u00f3:<\/span><\/p>\n<ul>\n<li><span style=\"color: #000000\">\u00c9s un model que inclou a tota la plantilla de la corporaci\u00f3 (personal funcionari de carrera i inter\u00ed, i personal laboral fixe o temporal) que compleixi amb el requisit:<\/span>\n<ul>\n<li><span style=\"color: #000000\">Prestaci\u00f3 acumulada de serveis de 4 anys.<\/span><\/li>\n<li><span style=\"color: #000000\">Obtenir la puntuaci\u00f3 m\u00ednima establerta a l\u2019Informe de Bagatge Professional.<\/span><\/li>\n<li><span style=\"color: #000000\">Tenir un QAD adequat o superior a l&#8217;adequat (Art.20.3 de l\u2019EBEP).<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li><span style=\"color: #000000\">Es defineixen 5 nivells successius de progressi\u00f3 amb transicions de 4 anys de durada, com a temps m\u00ednim de perman\u00e8ncia per optar al seg\u00fcent nivell de progressi\u00f3.<\/span><\/li>\n<li><span style=\"color: #000000\">Amb efecte des de l\u20191 de gener de 2021<\/span><\/li>\n<li><span style=\"color: #000000\">La proposta retributiva mensual s\u2019estableix a partir d\u2019una distribuci\u00f3 d\u2019un valor de refer\u00e8ncia que \u00e9s la quantia m\u00e0xima del complement de productivitat vigent.<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #000000\"><a style=\"color: #000000\" href=\"http:\/\/ccoo.app\/diputacio-de-barcelona\/wp-content\/blogs.dir\/6\/files\/sites\/186\/2020\/12\/taula-carrera.png\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-7333 aligncenter\" src=\"http:\/\/ccoo.app\/diputacio-de-barcelona\/wp-content\/blogs.dir\/6\/files\/sites\/186\/2020\/12\/taula-carrera-300x27.png\" alt=\"\" width=\"444\" height=\"40\" srcset=\"https:\/\/ccoo.app\/diputacio-de-barcelona\/wp-content\/blogs.dir\/6\/files\/sites\/186\/2020\/12\/taula-carrera-300x27.png 300w, https:\/\/ccoo.app\/diputacio-de-barcelona\/wp-content\/blogs.dir\/6\/files\/sites\/186\/2020\/12\/taula-carrera-768x70.png 768w, https:\/\/ccoo.app\/diputacio-de-barcelona\/wp-content\/blogs.dir\/6\/files\/sites\/186\/2020\/12\/taula-carrera.png 945w\" sizes=\"auto, (max-width: 444px) 100vw, 444px\" \/><\/a><\/span><\/p>\n<p><span style=\"color: #000000\">Per fer efectiu el nou model de carrera professional, l\u2019Acord estableix que s\u2019utilitzar\u00e0 la partida consignada al Pressupost de la corporaci\u00f3 de l\u2019any 2020 i 2021. En aquest sentit, inclou que s\u2019iniciar\u00e0 un expedient que resolgui la <strong>reserva del cr\u00e8dit<\/strong> existent per a l\u2019any 2020 (se\u2019n podr\u00e0 fer \u00fas de la partida l\u2019any que ve).<\/span><\/p>\n<p>\u00a0<\/p>\n<p><span style=\"color: #000000\"><strong>SITUACI\u00d3 EN AQUEST MOMENT <\/strong>L\u2019Acord ja est\u00e0 signat pels sindicats amb dret a tenir pres\u00e8ncia a la Mesa General de Negociaci\u00f3 de mat\u00e8ries comunes i la corporaci\u00f3. Ara estem pendents que passi pels \u00f2rgans interns de control. Reiterem la nostra defensa en el sentit que el marc jur\u00eddic vigent empara la possibilitat d\u2019establir un sistema de reconeixement professional que asseguri el dret individual a la carrera professional dels seus empleats p\u00fablics sobre la base d\u2019un sistema d\u2019avaluaci\u00f3.<\/span><\/p>\n<p>\u00a0<\/p>\n<p><span style=\"color: #000000\"><strong>BREU VALORACI\u00d3 <\/strong>Respecte al contingut de l\u2019Acord, pensem que <strong>assoleix els objectius marcats tant econ\u00f2mics com d\u2019agilitat en el procediments per a transitar a nivells superiors<\/strong>. Els elements d\u2019avaluaci\u00f3 s\u2019han objectivat en tres grans factors a valorar en el model de carrera professional:<\/span><\/p>\n<ul>\n<li><span style=\"color: #000000\">Els coneixements adquirits<\/span><\/li>\n<li><span style=\"color: #000000\">La traject\u00f2ria professional<\/span><\/li>\n<li><span style=\"color: #000000\">El resultat de l\u2019avaluaci\u00f3 de l\u2019acompliment.<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #000000\">En cadascun d\u2019ells s\u2019atorgaran els punts corresponents que computaran en un informe anomenat \u201c<em>Bagatge Professional<\/em>\u201d.\u00a0 Per a passar al seg\u00fcent, s\u2019haur\u00e0 d\u2019haver assolit la puntuaci\u00f3 marcada al Reglament. Considerem que aix\u00f2 \u00e9s factible per una bona part del personal. No obstant aix\u00f2, hem detectat que el personal dels subgrups AP i C2 podrien tenir problemes per assolir la puntuaci\u00f3 necess\u00e0ria especialment en els \u00faltims nivells. Per aix\u00f2, s\u2019ha acordat tamb\u00e9 establir un sistema que garanteixi la formaci\u00f3 imprescindible pels col\u00b7lectius abans esmentats.<\/span><\/p>\n<p><span style=\"color: #000000\">Ens mostrem molt satisfets i satisfetes d\u2019haver assolit despr\u00e9s de molts anys de lluita un Acord de Carrera. <strong>Amb la fermesa sindical demostrada la setmana passada, hem aconseguit fer seure de nou la corporaci\u00f3 a la Mesa de Negociaci\u00f3<\/strong>. I, amb molt esfor\u00e7os, hem aconseguit tancar un Acord. Ara tocar\u00e0 defensar la seva aplicaci\u00f3. Que ning\u00fa tingui cap dubte, la secci\u00f3 sindical de <em>Comissions Obreres<\/em> estar\u00e0 molt atenta del que passi en els pr\u00f2xims dies i setmanes, i actuar\u00e0 amb totes les eines que estigui al seu abast.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-6296 aligncenter\" src=\"http:\/\/ccoo.app\/diputacio-de-barcelona\/wp-content\/blogs.dir\/6\/files\/sites\/186\/2020\/06\/gracias.jpg\" alt=\"\" width=\"167\" height=\"167\" srcset=\"https:\/\/ccoo.app\/diputacio-de-barcelona\/wp-content\/blogs.dir\/6\/files\/sites\/186\/2020\/06\/gracias.jpg 273w, https:\/\/ccoo.app\/diputacio-de-barcelona\/wp-content\/blogs.dir\/6\/files\/sites\/186\/2020\/06\/gracias-150x150.jpg 150w\" sizes=\"auto, (max-width: 167px) 100vw, 167px\" \/><\/p>\n<h3 style=\"text-align: center\"><span style=\"color: #ff0000\">REGULACI\u00d3 PRODUCTIVITAT COVID-19<\/span><\/h3>\n<p><span style=\"color: #000000\">Es tracta de la percepci\u00f3 d\u2019un complement de productivitat extraordinari i puntual per al personal essencial com a reconeixement a <strong>l&#8217;enorme responsabilitat, dedicaci\u00f3 i professionalitat<\/strong>, aix\u00ed com <strong>l&#8217;alt risc assumit<\/strong> (sense mesures de protecci\u00f3) per tot el personal que va estar en primera l\u00ednia durant l\u2019estat d\u2019alarma i de manera <strong>presencial durant el per\u00edode compr\u00e9s<\/strong> <strong>entre el 16 de mar\u00e7 i el 5 de maig de 2020<\/strong>.\u00a0<\/span><\/p>\n<p><span style=\"color: #000000\">L\u2019import ser\u00e0 el mateix per a tots els subgrup de classificaci\u00f3. No obstant aix\u00f2, s\u2019estableixen dues quanties diferenciades: de 900\u20ac per al personal assistencial i de 500\u20ac per al personal no assistencial. S\u2019establiran les proporcionalitats que corresponguin respectivament en funci\u00f3 dels dies treballats durant aquest per\u00edode.<\/span><\/p>\n<p><span style=\"color: #000000\">Aquesta percepci\u00f3 resulta incompatible amb la percepci\u00f3 simult\u00e0nia de qualsevol altre indemnitzaci\u00f3 que la Diputaci\u00f3 de Barcelona pugui aprovar en relaci\u00f3 amb la COVID-19.<\/span><\/p>\n<p><span style=\"color: #000000\">Tot i que no recull totes les nostres demandes considerem que \u00e9s molt positiu ja que inclou el que consider\u00e0vem una condici\u00f3 <em>sine qua non<\/em>: reconeixement econ\u00f2mic lineal per a tothom i sense deixar fora cap categoria (com lamentablement va passar a l\u2019Acord de la Generalitat).<\/span><\/p>\n<p><span style=\"color: #000000\">Des de la nostra secci\u00f3, volem aprofitar per a recon\u00e8ixer, agrair i posar en valor el gran esfor\u00e7 i dedicaci\u00f3 realitzada per tot el personal durant els moments m\u00e9s delicats i dif\u00edcils de la pand\u00e8mia.\u00a0<\/span><\/p>\n<p><strong> <img loading=\"lazy\" decoding=\"async\" class=\"wp-image-5478 aligncenter\" src=\"http:\/\/ccoo.app\/diputacio-de-barcelona\/wp-content\/blogs.dir\/6\/files\/sites\/186\/2020\/04\/teletreball-saludable-300x200.jpg\" alt=\"\" width=\"138\" height=\"92\" srcset=\"https:\/\/ccoo.app\/diputacio-de-barcelona\/wp-content\/blogs.dir\/6\/files\/sites\/186\/2020\/04\/teletreball-saludable-300x200.jpg 300w, https:\/\/ccoo.app\/diputacio-de-barcelona\/wp-content\/blogs.dir\/6\/files\/sites\/186\/2020\/04\/teletreball-saludable.jpg 350w\" sizes=\"auto, (max-width: 138px) 100vw, 138px\" \/><\/strong><\/p>\n<h3 style=\"text-align: center\"><span style=\"color: #ff0000\"><strong>TREBALL A DIST\u00c0NCIA: INDEMNITZACI\u00d3 DESPESES DE CONNECTIVITAT<\/strong><\/span><\/h3>\n<p><span style=\"color: #000000\">L\u2019Acord contempla la percepci\u00f3 d\u2019una indemnitzaci\u00f3, d\u2019un import de 41,40\u20ac mensuals, per a compensar les despeses ocasionades al personal que hagi prestat servei efectiu en la modalitat de treball a dist\u00e0ncia durant el per\u00edode compr\u00e9s entre el 16 de mar\u00e7 i el 31 de desembre de 2020.<\/span><\/p>\n<p><span style=\"color: #000000\">Per tant, es far\u00e0 efectiva de manera retroactiva i el dret a percebre aquesta indemnitzaci\u00f3 es mantindr\u00e0 fins que finalitzi la situaci\u00f3 de crisi sanit\u00e0ria o se substitueixi per una regulaci\u00f3 definitiva del teletreball.<\/span><\/p>\n<p><span style=\"color: #000000\">S\u2019ha de tenir en compte que tot i la nostra oposici\u00f3, s&#8217;ha incl\u00f2s en el text de l&#8217;acord que no s\u2019abonar\u00e0 el mes d\u2019agost \u2013considerant la coincid\u00e8ncia amb les vacances anuals- ni durant els per\u00edodes en que no hi hagi prestaci\u00f3 de serveis efectiva (permisos sense sou, situacions administratives diferents a la de servei actiu o processos de baixa per incapacitat temporal). La Diputaci\u00f3 al\u00b7lega que com que es tracta d&#8217;una \u00abindemnitzaci\u00f3\u00bb no es pot pagar els dies que no s&#8217;ha prestat servei.\u00a0<\/span><\/p>\n<p><span style=\"color: #000000\">L\u2019establiment d\u2019aquesta indemnitzaci\u00f3 no pressuposa ni condiciona altres acords posteriors relacionats amb el desenvolupament del treball en remot (article 47 bis del TREBEP).<\/span><\/p>\n<p><span style=\"color: #000000\"><strong>BREU VALORACI\u00d3 <\/strong>El Reial Decreto-ley 29\/2020, de 29 de setembre, va incloure la modificaci\u00f3 del text ref\u00f3s de la Llei de l\u2019Estatut b\u00e0sic de l\u2019empleat p\u00fablic pactada a la Mesa General de Negociaci\u00f3 de les Administracions P\u00fabliques amb els sindicats majoritaris. A la <em>disposici\u00f3 final segona<\/em> s\u2019estableix que <strong>les administracions disposaran d\u2019un termini de sis mesos per adaptar-se a la norma<\/strong> (fins al 30 de mar\u00e7 de 2021). Tenint en compte aix\u00f2, la Diputaci\u00f3 hauria pogut posposar la negociaci\u00f3 per a m\u00e9s endavant i sense cap obligaci\u00f3 a recon\u00e8ixer el dret de mesos anteriors. Ara b\u00e9, i responent a les reivindicacions sindicals, mitjan\u00e7ant aquest acord <strong>es dona resposta a part de la despesa generada <\/strong>pel treball a dist\u00e0ncia<strong> des de mar\u00e7 <\/strong>i, molt important,<strong> sense condicionar en cap cas la regulaci\u00f3 que es pugui negociar en breu.<\/strong><\/span><\/p>\n<p><span style=\"color: #000000\">CCOO-Diba considerem que l\u2019article 47bis explicita el contingut m\u00ednim i b\u00e0sic de las condicions del teletreball. Per tant, en la propera negociaci\u00f3, defensarem que <strong>la Diputaci\u00f3 ha de fer front, no nom\u00e9s a la despesa per a connectivitat<\/strong> dels seus empleats i empleades, sin\u00f3 a moltes altres (climatitzaci\u00f3, llum, aigua, etc). Hem tornat a demanar (ja ho vam fer a l\u2019abril) que ens informin de quin ha estat l\u2019estalvi econ\u00f2mic de tenir els edificis de Diputaci\u00f3 tancats en relaci\u00f3 a despeses de llum, aigua, seguretat, etc.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-5912 aligncenter\"
