A la reuni\u00f3 se\u2019ns va informar de noves modificacions de l\u2019organigrama de la Diputaci\u00f3. El cost\u00a0 de les modificacions o creaci\u00f3 de nova estructura \u00e9s de <strong>108.097\u20196 \u20ac\/any que afectaran 14 persones<\/strong> (mitjana de 7721 \u20ac\/any d\u2019augment per persona).<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">Com sempre, ens indiquen que els canvis proposats responen a les necessitats de l\u2019organitzaci\u00f3 establerts pels nous objectius marcats al Pla de Mandat i estan justificats mitjan\u00e7ant els pertinents estudis.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">Des de CCOO no posem en dubte ni el treball dels t\u00e8cnics i t\u00e8cniques ni la metodologia que han utilitzat. Tampoc volem q\u00fcestionar la professionalitat de les persones que es veuran beneficiades per aquests canvis. Ara b\u00e9, \u00e9s indignant comprovar la celeritat amb qu\u00e8 es fan \u201cdeterminats\u201d canvis en contraposici\u00f3 al que costa que es faci per a la resta del personal i que a m\u00e9s aix\u00f2 sigui una de les prioritats nom\u00e9s obrir la seu de negociaci\u00f3.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">Quan temps fa que reclamem que es facin VALORACIONS DE LLOCS DE TREBALL espec\u00edfiques dins d\u2019un full de ruta que inclogui TOTA LA PLANTILLA?:<\/span><\/p>\n<ul style=\"text-align: justify\">\n<li><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">Actualitzaci\u00f3 de les fitxes dels llocs de treball, ajustant i incrementant les retribucions d\u2019acord amb les funcions reals que es fan<\/span><\/li>\n<li><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">Estudi dels llocs de treball amb despla\u00e7ament durant la jornada (personal d\u2019assessorament municipal, parcs naturals, vies locals, oficis o d\u2019altres&#8230;)<\/span><\/li>\n<li><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">Estudi dels llocs de treball amb major<em> penositat <\/em>(torn de nit, intemp\u00e8rie, caps de setmana, entre d\u2019altres)<\/span><\/li>\n<li><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">Estudi dels llocs de treball feminitzats des d\u2019una perspectiva de g\u00e8nere.<\/span><\/li>\n<li><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">Estudi dels llocs de treball d\u2019atenci\u00f3 directa a les persones tenint en compte l\u2019augment de l\u2019agressivitat de les usu\u00e0ries (ORGT, XBM, Respir, parcs, entre d\u2019altres)<\/span><\/li>\n<li><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">Tenim pendent, des de fa anys, l\u2019estudi sobre el <em>factor de penositat\/perillositat<\/em> a qu\u00e8 es va comprometre la Diputaci\u00f3 relacionat amb el personal del laboratori de medi ambient<\/span><\/li>\n<li><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">Etc, etc, etc &#8230;<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">I finalment, dir-vos que algunes de les modificacions afecten llocs de treball prove\u00efts mitjan\u00e7ant la <em>Lliure Designaci\u00f3 <\/em>(selecci\u00f3 \u201cdigital\u201d), tan concurrent a la corporaci\u00f3 (<a href=\"https:\/\/intradiba.diba.cat\/web\/seleccio-i-provisio\/lliure-designacio\"><span style=\"color: #0000ff;font-family: 'arial black', sans-serif\">cliqueu aqu\u00ed<\/span><\/a> per comprovar el nombre d\u2019aquestes).<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000;background-color: #ffff00\">Per tot el que hem exposat, <strong><u>CCOO no podem acceptar els canvis org\u00e0nics proposats<\/u> <\/strong>quan aquests<strong> no tenen en compte ni les demandes que fa la part social, ni la forma de <em>provisi\u00f3<\/em> permet participar al com\u00fa de la plantilla.<\/strong><\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\"><em>Comissions Obreres<\/em> apostem per una administraci\u00f3 moderna i m\u00e9s eficient, motiu pel qual hem de garantir que el sistema de provisi\u00f3, per exemple, per a subdirector i subdirectora, cap de servei i cap d\u2019oficina, sigui mitjan\u00e7ant un <strong>concurs espec\u00edfic<\/strong> que garanteixi els principis de publicitat, igualtat, capacitat i m\u00e8rit (<span style=\"color: #0000ff;font-family: 'arial black', sans-serif\"><strong>c<a href=\"https:\/\/diba.ccoo.cat\/lliure-designacio\/\">liqueu aqu\u00ed<\/a><\/strong><\/span> per veure les peticions fetes anteriorment)<\/span><\/p>\n<p style=\"text-align: justify\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-3895 aligncenter\" style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">L\u2019altre punt tractat va ser el <strong>PLA DE JUBILACI\u00d3<\/strong> on, pr\u00e8viament, la corporaci\u00f3 havia convocat als sindicats enviant-nos una proposta d\u2019acord.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">CCOO estem a favor de negociar aspectes per afavorir el personal de m\u00e9s edat com s\u00f3n:<\/span><\/p>\n<ul style=\"text-align: justify\">\n<li><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">Augmentar els actuals incentius econ\u00f2mics per aquells que vulguin avan\u00e7ar 1 \u00f3 2 anys les seva edat jubilaci\u00f3. Aplicar mesures per millorar la fiscalitat d\u2019aquests incentius. \u00a0<\/span><\/li>\n<li><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">Negociar modalitats de reduccions de jornada per a determinats col\u00b7lectius, persones sensibles o amb discapacitat quan arriben a determinades edats.<\/span><\/li>\n<li><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">Establir un programa intern de canvi d\u2019activitat o funcions per a aquelles persones de major edat i tenint en compte la particularitat de les seves tasques (penositat\/perillositat, torn de nit, intemp\u00e8rie, etc).<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">En definitiva, desenvolupar el Pla de jubilaci\u00f3 pactat al Pla d\u2019Ordenaci\u00f3 de la Diputaci\u00f3 de Barcelona (<a href=\"https:\/\/transparencia.diba.cat\/sites\/transparencia.diba.cat\/files\/public\/imce\/users\/carrerasag\/acord_plaordenaciopersonal_22desembre2017.pdf\"><span style=\"color: #0000ff;font-family: 'arial black', sans-serif\">cliqueu aqu\u00ed <\/span><\/a>per veure\u2019l).<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">Ara b\u00e9, la proposta corporativa tenia una clara contrapartida: deixar sense efecte la mesura inclosa a l\u2019acord del 2012 (signat per UGT, CCOO i CeTC) consistent en NO AUTORITZAR CAP PROLONGACI\u00d3 de la perman\u00e8ncia en servei actiu m\u00e9s enll\u00e0 de l\u2019edat ordin\u00e0ria de jubilaci\u00f3. En aquest sentit, CCOO hem deixat clar el nostre posicionament: NO VOLEM QUE ES MODIFIQUI L\u2019ACORD.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">Reconeixem que l\u2019administraci\u00f3 t\u00e9 tot el dret i la legitimitat de proposar les mesures que consideri oportunes. Ara b\u00e9, CCOO entenem que el cam\u00ed que ha de seguir la Diputaci\u00f3 com a organitzaci\u00f3 \u00e9s el d\u2019afavorir la implementaci\u00f3 de mesures que apostin per rejovenir la nostra plantilla i que afavoreixin la majoria social.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">La Diputaci\u00f3 ha decidit retirar la seva proposta relacionada amb prolongar volunt\u00e0riament l\u2019edat de jubilaci\u00f3 fins al 70 anys. <strong>CCOO seguirem exigint que es compleixin els compromisos signats relacionats amb un Pla de Jubilaci\u00f3, al qu\u00e8 hem fet menci\u00f3 anteriorment.<\/strong><\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">Per exemple, els increments relacionats amb els incentius s\u2019haurien d\u2019implementar de manera imperativa ja que el redactat de l\u2019acord diu a la <em>Disposici\u00f3 addicional tercera<\/em><em>: <\/em><\/span><\/p>\n<p style=\"text-align: justify\"><a href=\"http:\/\/ccoo.app\/diputacio-de-barcelona\/wp-content\/blogs.dir\/6\/files\/sites\/186\/2020\/01\/pla-ordenacio-28-mensualitats.png\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-4849 aligncenter\" src=\"http:\/\/ccoo.app\/diputacio-de-barcelona\/wp-content\/blogs.dir\/6\/files\/sites\/186\/2020\/01\/pla-ordenacio-28-mensualitats-300x40.png\" alt=\"\" width=\"405\" height=\"54\" srcset=\"https:\/\/ccoo.app\/diputacio-de-barcelona\/wp-content\/blogs.dir\/6\/files\/sites\/186\/2020\/01\/pla-ordenacio-28-mensualitats-300x40.png 300w, https:\/\/ccoo.app\/diputacio-de-barcelona\/wp-content\/blogs.dir\/6\/files\/sites\/186\/2020\/01\/pla-ordenacio-28-mensualitats.png 582w\" sizes=\"auto, (max-width: 405px) 100vw, 405px\" \/><\/a><br \/>\n<span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">Passat diversos exercicis pressupostaris (2018, 2019 i 2020) sense incloure cap augment, exigim que es tracti el tema per a augmentar:<\/span><\/p>\n<ul>\n<li style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">Els incentius econ\u00f2mics per a qui avan\u00e7a 1 \u00f3 2 anys la seva edat de jubilaci\u00f3<\/span><\/li>\n<li style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">Els topalls existents<\/span><\/li>\n<li style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">La indemnitzaci\u00f3 relacionada amb el personal amb discapacitat<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: 'arial black', sans-serif;background-color: #ffff00;color: #0000ff\"><strong>COMEN\u00c7A EN BREU LA NEGOCIACI\u00d3 DE LA NOVA CARRERA PROFESSIONAL HORITZONTAL<\/strong><\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">D\u2019acord amb la petici\u00f3 de CCOO i de la resta de sindicats, a la propera reuni\u00f3 de negociaci\u00f3 prevista per al 28 de gener, s\u2019inclour\u00e0 la <em>Carrera Professional <\/em>a l\u2019ordre del dia.<\/span><\/p>\n<p><span style=\"font-family: 'arial black', sans-serif;color: #0000ff\"><a style=\"color: #0000ff\" href=\"http:\/\/ccoo.app\/diputacio-de-barcelona\/wp-content\/blogs.dir\/6\/files\/sites\/186\/2019\/03\/02-carrera-horitzontal.pdf\">Cliqueu aqu\u00ed<\/a><\/span> <span style=\"color: #000000\">per con\u00e8ixer els elements essencials que per a nosaltres ha de tenir la nova carrera.
