justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000;font-size: 20px\">Avui, 30 d\u2019abril del 2019, s\u2019ha celebrat la segona reuni\u00f3 amb el seg\u00fcent ordre del dia:<\/span><\/p>\n<ol style=\"text-align: justify\">\n<li><span style=\"font-family: arial, helvetica, sans-serif;color: #000000;font-size: 20px\">Convocat\u00f2ries de provisi\u00f3<\/span><\/li>\n<li><span style=\"font-family: arial, helvetica, sans-serif;color: #000000;font-size: 20px\">Seguiment temes pendents<\/span><\/li>\n<\/ol>\n<p style=\"text-align: justify\"><span style=\"font-family: 'arial black', sans-serif;color: #0000ff;font-size: 20px\"><strong><u>CONVOCAT\u00d2RIES DE PROVISI\u00d3.<\/u><\/strong><\/span><\/p>\n<ul style=\"text-align: justify\">\n<li><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">La Direcci\u00f3 de la Diba ens informa que hi ha dos convocat\u00f2ries de llocs de comandament que es realitzar\u00e0 pel sistema de concurs espec\u00edfic i que properament sortiran publicades a la Intranet.<\/span><\/li>\n<\/ul>\n<ul style=\"text-align: justify\">\n<li><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">La Direcci\u00f3 ens informa textualment que \u201cen poques setmanes\u201d es publicar\u00e0 el <u>primer concurs de trasllats<\/u> per m\u00e8rits dels Agents Tributaris, recollit als acords d\u2019Integraci\u00f3.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">CCOO ha exigit que s\u2019executin el m\u00e9s aviat possible.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: 'arial black', sans-serif;color: #0000ff;font-size: 20px\"><strong><u>SEGUIMENT TEMES PENDENTS.<\/u><\/strong><\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\"><strong>\u00a0<\/strong><\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\"><strong><u>Fixatge esmorzar<\/u><\/strong><\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">Arran de la petici\u00f3 sindical a l\u2019anterior comissi\u00f3 de no fitxar l\u2019esmorzar\u00a0 tal i com fa el personal de la Diputaci\u00f3 de Barcelona, la Direcci\u00f3 ens informa que encara estan estudiant la manera d\u2019 adaptar aquest sistema al personal de l\u2019ORGT per fer-ho de la manera m\u00e9s mim\u00e8tica possible.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">La posici\u00f3 de CCOO \u00e9s molt clara: som Diputaci\u00f3 i si a la Diba no es fitxa, a l\u2019ORGT tampoc!!<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\"><strong><u>Oferta P\u00fablica Interins ORGT<\/u><\/strong><\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">La Corporaci\u00f3 ens informa que est\u00e0 treballant en la confecci\u00f3 de les bases de les OPO\u2019s, respectant els terminis de publicaci\u00f3 de l\u2019acord, \u00e9s a dir, dins del primer semestre d\u2019enguany.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">Pel que fa als m\u00e8rits, CCOO insistim en la import\u00e0ncia de que s\u2019apliquin els m\u00e0xims percentatges permesos legalment en la fase de concurs, tal i com es va negociar a l\u2019acord. La Direcci\u00f3 manifesta de manera clara que es respectar\u00e0 all\u00f2 acordat.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">Pel que fa a les dates de realitzaci\u00f3 de les proves, CCOO insisteix en que es respectin els terminis acordats. La Corporaci\u00f3 ens assegura que es duran a terme durant l\u2019\u00faltim trimestre, al menys la primera prova de la convocat\u00f2ria.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">CCOO remarquem de forma molt clara la import\u00e0ncia d\u2019adequar els ex\u00e0mens a la realitat del grup de classificaci\u00f3 i categoria dels llocs de treball de les persones opositores. La vostra v\u00e0lua i professionalitat ha quedat m\u00e9s que demostrada despr\u00e9s de tants anys al peu del can\u00f3 i ara no\u00a0 es tracta d\u2019imposar unes proves d\u2019enginyeria aeron\u00e0utica espacial per unes places d\u2019Auxiliar Administrativa.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\"><strong><u>Problem\u00e0tica Agents Tributaris nivell d\u2019entrada ATR2 I ATR3<\/u><\/strong><\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">En aquest punt, com ja sabeu els afectats i afectades, hi ha una difer\u00e8ncia interpretativa de com s\u2019ha d\u2019executar l\u2019acord.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">CCOO mant\u00e9 la seva postura, que no es una altre que all\u00f2 acordat durant les negociacions on es va determinar que l\u2019adscripci\u00f3 al lloc de treball d\u2019agent tributari nivell d\u2019entrada (ATR2 I ATR3) nom\u00e9s era aplicable al personal de nova incorporaci\u00f3 a partir de la vig\u00e8ncia de l\u2019Acord d\u2019Integraci\u00f3, \u00e9s a dir, a partir de l\u20191 de gener de 2019.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">La Corporaci\u00f3 de manera no consensuada est\u00e0 aplicant un criteri restrictiu que no figura de cap manera als acords d\u2019integraci\u00f3.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">Davant la nostra petici\u00f3 d\u2019esmenar aquesta situaci\u00f3 que perjudica a un col\u00b7lectiu de 48 persones, la Direcci\u00f3 de RRHH de la Diba ens diu, que en aquest moment, no poden tractar aquest tema perqu\u00e8 una de les persones afectades ha presentat un recurs administratiu davant el President de la Diputaci\u00f3 i que obliga als Serveis Jur\u00eddics a donar la corresponent resposta. Per tant, la negociaci\u00f3 queda paralitzada fins llavors.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">CCOO hem insistit que no te res a veure el fet de que alg\u00fa hagi presentat un recurs amb que la Comissi\u00f3 pugui seguir treballant per trobar solucions als problemes plantejats. No ens quedarem de bra\u00e7os creuats esperant que els Serveis Jur\u00eddics de la Diba interpretin all\u00f2 que totes les parts que hem negociat aquest acord tenim clar: que tothom cobri les retribucions que els hi correspon!!<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">De la mateixa manera hem instat a la Corporaci\u00f3 a respondre qu\u00e8 tenen pensat fer amb les retribucions del personal de nova incorporaci\u00f3 a partir d\u20191 de gener del 2019, \u00e9s a dir, ATR2 i ATR3, que se\u2019ls est\u00e0 pagant com a C2, quan all\u00f2 acordat \u00e9s que se\u2019ls hi pagui com a C1.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\"><strong><u>An\u00e0lisi organitzatives espec\u00edfiques: Inspecci\u00f3 Tribut\u00e0ria, Inform\u00e0tica i Assessoria Jur\u00eddica<\/u><\/strong><\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">En data 22 de febrer del 2019, CCOO va presentar un escrit per registre de la Diputaci\u00f3 de Barcelona instant l\u2019inici dels an\u00e0lisis funcionals i organitzatius d\u2019aquests departaments.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">Davant la manca de resposta, CCOO sol\u00b7licita informaci\u00f3 sobre l\u2019estat de les actuacions. La Corporaci\u00f3 ens comunica que aquests an\u00e0lisis efectivament s\u2019iniciaran durant l\u2019exercici en curs, per\u00f2 la presa de decisions es veur\u00e0 afectada per la situaci\u00f3 de transitorietat deguda a les eleccions Municipals del mes de Maig i el normal funcionament dels Plens de la Diba.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">CCOO som conscients d\u2019aquest fet, per\u00f2 hem incidit en que l\u2019an\u00e0lisi funcional i organitzatiu es pot tirar endavant sense cap dilaci\u00f3 en espera que es constitueixi el nou govern.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\"><strong><u>Problem\u00e0tica Servei Unitat Central<\/u><\/strong><\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">CCOO informa a la Direcci\u00f3 que hem identificat \u00a04 llocs de treball del Servei de la Unitat Central de Recaptaci\u00f3 que estan realitzar tot el procediment concursal (des del principi fins al final), per tant realitzen funcions que no els hi correspon per la seva categoria de C1 (Agent Tributari). Es per aix\u00f2, que hem sol\u00b7licitat que s\u2019identifiqui dins del procediment concursal, quines funcions corresponen al grup C1 i quines son de categories superiors.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\"><strong><u>Drets Consolidats de Carrera<\/u><\/strong><\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">CCOO hem identificat diferencies retributives en el complement de carrera que perceben els llocs de comandament (Caps oficina, grup, negociat, &#8230;) i gestors tributaris del grup C1, ja que al fer l\u2019adequaci\u00f3 a la nova denominaci\u00f3, tots aquells que tenien un nivell de destinaci\u00f3 16 o 18 se\u2019ls ha d\u2019equiparar amb l\u2019import final de les retribucions que perceben els C1 amb nivell de destinaci\u00f3 14.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">En quant al complement de carrera dels OTR, CCOO planteja que aquest col\u00b7lectiu te les mateixes retribucions finals que el personal del grup C1- Nivell carrera de grau C9. Els OTR no tenen diferenciat el concepte de la carrera per la qual cosa es produeix perjudici en la retribuci\u00f3 respecte al grup C1 \u2013C9.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">La Corporaci\u00f3 ens trasllada que estudiar\u00e0 la situaci\u00f3, identificar\u00e0 al personal afectat per tal de donar una resposta a aquesta situaci\u00f3.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\"><strong><u>Processos de Reclassificaci\u00f3 i Tecnificaci\u00f3<\/u><\/strong><\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">Seguint els acords d\u2019integraci\u00f3, CCOO demana que s\u2019efectu\u00ef la calendaritzaci\u00f3 sense m\u00e9s demora. La Corporaci\u00f3 ens comunica que ens far\u00e0 arribar la informaci\u00f3 orientativa que tenen del calendari previst sobre aquests processos.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\"><strong>Som conscients que hi ha temes que han quedat pendent de resposta i d\u2019altres pendents de tractar. La pr\u00f2xima reuni\u00f3 est\u00e0 programada pel 28 de juny.<\/strong><\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\"><strong>Fins llavors us animem que ens feu arribar totes les vostres problem\u00e0tiques i aportacions. CCOO seguir\u00e0 treballant per tal de poder avan\u00e7ar tota la feina possible abans de la pr\u00f2xima reuni\u00f3 de la Comissi\u00f3 de Seguiment dels Acords
