L\u2019ordre de puntuaci\u00f3 \u00e9s el que ordena la borsa de treball, i el que \u00e9s assumit per tots i totes les aspirants que es presenten a la borsa. \u00c9s per aquest motiu que <strong><em><u>Comissions Obreres<\/u><\/em><u> no va voler signar el reglament de borses proposat per la Diputaci\u00f3 perqu\u00e8 incomplia aquest precepte<\/u><\/strong>. Un reglament que entenem absolutament necessari per a una gesti\u00f3 correcta i curosa d\u2019aquestes borses de treball.\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 Les actuals bases inclouen el punt 7.2 que, des del nostre punt de vista, \u00e9s totalment inacceptable, motiu pel qual hem impugnat totes les bases i anirem al Contenci\u00f3s-Administratiu.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li><span style=\"color: #000000;font-family: arial, helvetica, sans-serif\"><strong><u>MILLORA DE L\u2019OCUPACI\u00d3<\/u><\/strong>. Davant qualsevol vacant \u201cfins a la provisi\u00f3 reglament\u00e0ria\u201d s\u2019ha d\u2019oferir aquesta a l\u2019aspirant que millor estigui posicionat a la borsa segons aquest ordre de puntuaci\u00f3, independentment de si est\u00e0 o no fent alguna supl\u00e8ncia en aquell moment. <strong><u>Actualment no hi ha cap criteri clar.<\/u><\/strong> Per tant, per evitar l\u2019actual discrecionalitat <strong><u>s\u2019hauria d\u2019aprovar un reglament de borses<\/u><\/strong> tal com demanem des de fa anys.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #ff0000;font-family: 'arial black', sans-serif;font-size: 14pt\">PROMOCI\u00d3 INTERNA<\/span><\/p>\n<p><span style=\"color: #000000;font-family: arial, helvetica, sans-serif\">D\u2019altra banda ens trobem amb la <strong><u>PROMOCI\u00d3 INTERNA<\/u><\/strong> del personal funcionari de la nostra Corporaci\u00f3.<\/span><\/p>\n<p><span style=\"color: #000000;font-family: arial, helvetica, sans-serif\">Des de la nostra secci\u00f3, fa tamb\u00e9 molt de temps que <strong><u>exigim a RRHH que es faci una Promoci\u00f3 Interna REAL del nostre personal<\/u><\/strong>, segons els nostres acords signats en data 3 de juny de 2013, i que estableixen un circuit clar davant qualsevol vacant:<\/span><span style=\"color: #000000\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-2089 aligncenter\" src=\"http:\/\/ccoo.app\/diputacio-de-barcelona\/wp-content\/blogs.dir\/6\/files\/sites\/186\/2018\/04\/zzzz-300x23.png\" alt=\"\" width=\"639\" height=\"49\" srcset=\"https:\/\/ccoo.app\/diputacio-de-barcelona\/wp-content\/blogs.dir\/6\/files\/sites\/186\/2018\/04\/zzzz-300x23.png 300w, https:\/\/ccoo.app\/diputacio-de-barcelona\/wp-content\/blogs.dir\/6\/files\/sites\/186\/2018\/04\/zzzz.png 589w\" sizes=\"auto, (max-width: 639px) 100vw, 639px\" \/><\/span><\/p>\n<p style=\"text-align: center\"><span style=\"font-size: 8pt\"><a href=\"https:\/\/transparencia.diba.cat\/sites\/transparencia.diba.cat\/files\/public\/imce\/comuns\/1._acord_gestio_necessitats_de_personal.pdf\">https:\/\/transparencia.diba.cat\/sites\/transparencia.diba.cat\/files\/public\/imce\/comuns\/1._acord_gestio_necessitats_de_personal.pdf<\/a><\/span><\/p>\n<p><a href=\"http:\/\/ccoo.app\/diputacio-de-barcelona\/wp-content\/blogs.dir\/6\/files\/sites\/186\/2018\/04\/zzz.png\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-2088 aligncenter\" src=\"http:\/\/ccoo.app\/diputacio-de-barcelona\/wp-content\/blogs.dir\/6\/files\/sites\/186\/2018\/04\/zzz-300x214.png\" alt=\"\" width=\"547\" height=\"390\" srcset=\"https:\/\/ccoo.app\/diputacio-de-barcelona\/wp-content\/blogs.dir\/6\/files\/sites\/186\/2018\/04\/zzz-300x214.png 300w, https:\/\/ccoo.app\/diputacio-de-barcelona\/wp-content\/blogs.dir\/6\/files\/sites\/186\/2018\/04\/zzz-768x549.png 768w, https:\/\/ccoo.app\/diputacio-de-barcelona\/wp-content\/blogs.dir\/6\/files\/sites\/186\/2018\/04\/zzz.png 954w\" sizes=\"auto, (max-width: 547px) 100vw, 547px\" \/><\/a><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #000000;font-family: arial, helvetica, sans-serif\">La Diputaci\u00f3 utilitza les borses de treball (que nom\u00e9s haurien de servir per a \u201csubstitucions\u201d o supl\u00e8ncies) per a la Promoci\u00f3 Interna.<\/span><\/p>\n<p><span style=\"color: #000000;font-family: arial, helvetica, sans-serif\">Per tant, un dels grans problemes que denunciem \u00e9s aquesta <strong><u>gesti\u00f3 err\u00f2nia i deficient<\/u><\/strong> de les borses de treball, on s\u2019ajunta una <strong>\u201denganyosa\u201d <\/strong>Promoci\u00f3 Interna en la mateixa convocat\u00f2ria de les borses de treball, creant conflictes entre ambd\u00f3s col\u00b7lectius.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #ff0000;font-family: 'arial black', sans-serif;font-size: 14pt\">Per qu\u00e8 diem que \u00e9s una Promoci\u00f3 Interna enganyosa?<\/span><\/p>\n<p><span style=\"color: #000000;font-family: arial, helvetica, sans-serif\">Si el personal funcionari que es presenta per a promocionar a una borsa <strong><u>no compleix el requisit d\u2019estar ocupant el seu lloc de treball en el subgrup de classificaci\u00f3 immediatament inferior<\/u><\/strong>, llavors per consolidar la nova pla\u00e7a com a funcionari de carrera haur\u00e0 de presentar-se a PAMO pel torn lliure. Per tant, haur\u00e0 de preparar tot el temari general <strong><u>de nou<\/u><\/strong>, preparar tota <strong><u>la bateria de temes espec\u00edfics (normalment de l\u2019ordre de m\u00e9s 40 temes espec\u00edfics)<\/u><\/strong>, i a m\u00e9s <strong><u>competir<\/u><\/strong> amb tota la quantitat de gent del carrer en <strong><u>convocat\u00f2ria oberta a tothom<\/u><\/strong>. Per tant podem dir que \u00e9s una promoci\u00f3, <strong><u>per\u00f2 mai una promoci\u00f3 INTERNA<\/u><\/strong>.<\/span><\/p>\n<p><span style=\"color: #000000;font-family: arial, helvetica, sans-serif\"><strong><u>La difer\u00e8ncia es ben clara<\/u><\/strong>, a trav\u00e9s de la <strong><u>promoci\u00f3 interna has de presentar-te pel torn restringit a la promoci\u00f3 interna, <\/u>amb la preparaci\u00f3 i defensa \u00fanicament d\u2019una <u>memoria<\/u> relacionada amb el teu lloc de treball<\/strong>.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #000000;font-family: arial, helvetica, sans-serif\">Per tant, <span style=\"color: #ff0000;font-size: 14pt;font-family: 'arial black', sans-serif\"><strong>CCOO EXIGIM DE MANERA URGENT:\u00a0\u00a0 <\/strong><\/span><\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;font-family: arial, helvetica, sans-serif\"><span style=\"font-family: 'arial black', sans-serif\"><strong><span style=\"color: #ff0000\">Un REGLAMENT DE BORSES DE TREBALL<\/span> <\/strong><\/span><strong>que respecti l\u2019ordre de prelaci\u00f3 i inclogui la millora contractual.<\/strong><\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li><span style=\"color: #000000;font-family: arial, helvetica, sans-serif\"><strong>Una <span style=\"color: #ff0000\"><span style=\"font-family: 'arial black', sans-serif\">PROMOCI\u00d3 INTERNA REAL<\/span>,<\/span><\/strong><strong> que garanteixi el circuit dels nostres acords davant qualsevol vacant que es produeixi.<\/strong><\/span><\/li>\n<\/ul>\n<p><a
